The
Act should define Irish territory.
The Act should define Irish citizenship.
The Act should State that St Patrick's Day on the
17th of March is a National Christian holiday in
Ireland. The Act should recommend that the St Patrick's
Day celebrations be attended by The Crown Irish,
The Taoiseach, The Leaders of the Four Provincial
Houses, and by The Heads of the Four Christian Churches
(These acting as observers). The annual celebration
should rotate among the cities of Belfast, Cork,
Dublin, Galway, in that order.
The Act should State that the following are the
Irish State Political parties in Ireland:

The Irish Christian Democrats
- The
Irish Liberal Party
- The
Irish Labour Party
And these parties are pro the constitution as stated
in the National Government of Ireland Act.
Under freedom of speech, freedom of behaviour and
freedom to organise, a citizen or group of citizens
are free to organise another or other parties, but
must declare publicly that the Party is either pro
or anti constitution.
The Act should State that the State Political Parties
are funded by the State and not out of private funds,
provided the Party has gained more that 10% of the
vote in a previous election.
The Act should State that a Party, other than the
Irish Political parties, is eligible for State funding
if the Party has gained more that 10% of the vote
in a previous election.
The Act should state that following the trend of
devolved Governments to the regions, Government
should be devolved downward from Dublin to the four
provinces of Ireland.
The Act should state that there is a recognised
central Government in Ireland called Dail Eireann
situated in Dublin, with the Taoiseach as head of
Government, with elected TD's, with power devolved
to four Provincial Houses of Representatives.

Bringing the democratic processes as close as possible
to the grass roots.
The Act should state that each House of Representatives
must be situated in the four Provincial Capitals.
The Act should state that the head of a Provincial
Government is called the Leader of the House.
The powers to be devolved downwards from Dail Eireann
should be settled in discussion between the Taoiseach
and the Leader of a Provincial House.
The Act should authorise Dail Eireann to raise a
National Taxation in Ireland and declare a budget.
It should authorise each of the Provisional House
of Representatives to raise a Provincial tax and
declare a budget.
Under Freedom of mind, Freedom of will and Freedom
of speech, any Irish citizen is free to contest
an election in Ireland, either National or Provincial.
The person can be Christian, or non-Christian, of
any colour or racial origin.
The Act should State that a person contesting an
election in Ireland should be ideally, a person
of ideological conviction, have some knowledge of
economics and finance, be a person who is socially
aware, with a social conscience and a sense of social
justice, be a person of integrity who doesn't make
idle promises and be a person with a reasonable
standard of education.
The Act should prohibit the display of the Union
Jack, the Irish Tri-colour and the Starry Plough
on Irish Territory.
The Act should State that Dail Eireann is separate
from, but is equal to Westminster within the United
Kingdom.
For that reason, the Act should stipulate as necessary,
that the British Minister and the Taoiseach meet
annually, in Alternative years, in Dublin and London
to discuss United Kingdom affairs.
The Act should State that the residence Aras an
Uachtaran be known in the Act as Aras an Taoiseach.
The Act should State that the Taoiseach is empowered
to appoint a Secretary of State for Ireland from
among the elected TD's of Dail Eireann. The person
appointed must be in alternative terms of office,
a man and a woman, a Catholic and a Protestant.
The Act should State that the Secretary of State
conducts business from a suite of offices in Dublin
Castle.
The Act should stipulate as necessary that a significant
number of the Secretary of State's office staff
be fluent in Irish.
The Act should State that the Secretary of State
for Ireland is the Crown Irish representative in
Ireland.
When an Irish citizen wishes to communicate with
the Crown Irish by letter, the person must do so
through the Secretary of State for Ireland.
The Act should not recognise an oath of allegiance
to the Crown Irish. Instead the Act should stipulate
as necessary that the Taoiseach, on taking office
in Dail Eireann, makes the solemn promise of office
as follows:
"I
solemnly promise to uphold, defend and maintain
the constitution of the Sovereign Nations of Ireland
as Stated in the National Government of Ireland
Act. I solemnly promise to govern without fear
of any and with favour towards none".
The Act should make provision for the holding of
the State opening of Dail Eireann. The Act stipulates
that the Crown Irish be present wearing the Irish
Crown jewels placed on the Crown Irish by the Secretary
of State for Ireland. The State opening of Dail
Eireann should be attended by the Crown Irish, the
Secretary of State from Ireland, the Taoiseach,
all elected TD's, along with the Leaders of the
Provincial Houses of Representatives.
The State opening of Dail Eireann should begin with
the Taoiseach's solemn promise administered by the
Crown Irish with the Secretary of State for Ireland
in attendance, holding two copies of the bible,
one in English and one in Irish. After this the
Crown Irish will address Dail Eireann in the Crown
Irish speech, outlining the policies of the incoming
Government.
The powers invested in Dail Eireann will be those
invested in the Central Government of a European
Democracy.
The Act should State that Dail Eireann is known
as the Upper House and the Four Provincial Houses
are known as the Lower Houses. When legislation
is passed in a Lower House the legislation must
go before the Upper House - Dail Eireann, for final
ratification.
The Act should State that the Irish National Anthem
is - "A Nation Once Again"
The Act should forbid the singing or playing of
the anthems - "A Soldier's Song" or "God
Save The Queen" on Irish territory.
The Act should State that the County and City in
Ulster known as Londonderry are renamed on the Act
as the County and City of Royal Deny.
The Act should State that capital punishment is
forbidden in Ireland.
The Act authorises the Irish State to issue Irish
passports and maintain embassies in Capital Cities
throughout the world.
The Act should State that it is a duty of the Supreme
Council of Irish Jurists to set the salaries of
the Secretary of State for Ireland, the Taoiseach,
the TD's and the Provincial Representatives. The
Act should recommend that the Supreme Council of
Irish Jurists set such salaries at a level as will
attract the most able, the most intelligent, the
most capable, the most trustworthy people into Irish
Politics.
